You're not confused
What you need to do is start a "Sheep Control and Movement Sector". Then make sure you fill out Form ICS 2552, submit it to the proper division who will make sure that the proper branch also reviews it and is then returned with such approvals.
Alternative is to have "leg of Lamb" for dinner.
