The Los Angeles County Sheriff's Dept. Emergency Services Detail (ESD)is similar in some respects to the ESU model.

The Emergency Services Detail is responsible for coordinating and participating in mountain search and rescue, underwater search and rescue, and swift water and flood rescue operations for the Sheriff's Department. They also staff the Air Rescue 5 Helicopter (Sikorsky UH-3H/LA) crew and accompany the Special Weapons Teams on all operations. In addition to their SWT training, all ESD Deputies are certified paramedics and rescue divers. They are a formal component in the LA County EMS network.

ESD maintains two Reserve companies assigned to its command: A Medical Company, which consists of doctors and medical specialists available to work with the Air-5 crew on busy weekends and major holidays; And a Marine Dive Company, which consists of boat operators, marine technicians and underwater operations specialists who can assist with marine operations.

    Police Emergency Services Units

Just out of curiosity, anyone know of any towns/police agencies have ESU units or units that operate similar to NYPD ESU Units?

I can think of the following:
    Jersey City PD
    Port Authority PD
Amtrak Police (yes, the train amtrak has an ESU Unit in penn station)
    NYC Metro Transit PD
