A Canadian Auditor was working on a Task force to find where Government monies were being wasted. He Walked into the local Federal Building and Asked the First person he saw behind a Desk, "Tell me exactly what you do here?"

"I really don't know". The Employee replied.

The Auditor walked over to another employee, "What do you do here?" he asked.

" I really don't know either." the 2nd employee replied.

" Ah, Hah!" Exclaimed the Auditor as he hammered his fist on the Desk.

    "DUPLICATION".

Actually as goofy as the Canadians seem we do that. I don't think that it's required however when I was a travel agent we took passport photos and we were told to tell the people to keep a neutral expression on their face no smiling, laughing and mouths closed... no teeth showing.

    Strange!

Martin, you are probably not far from the mark. I think this is just another case of some senior officer doing a "make work" project to justify his high end wage.

    Canada bans passport smiles

    Wednesday, August 27, 2003 at 07:00 JST
MONTREAL — Canada has banned the public from smiling or frowning for passport photos, the foreign ministry announced Tuesday.

Canadians must send a photo with "a neutral expression — that means no laughing, smiles, frowning," said ministry spokeswoman Suzanne Meunier. "The mouth must be closed," she added.

The new measure came into force on Aug 15, but the spokeswoman said the public announcement could not be made because of a huge power cut which hit Ontario province and the northeastern United States at that time.

Meunier admitted that the photo order had caused some controversy. But she said it had become necessary because of a recommendation by the International Civil Aviation Organisation, and to make it easier to recognize passport holders.

Still, she said that those who had already sent in pictures showing a toothy smile should not worry.

"We have already received photos with a small smile that we are ready to accept," she said.

But the smile amnesty will run out on Nov 3, Meunier said. From then on, only serious passport photos will be allowed. (Wire reports)
