    • Oh, Brothel

      BERLIN (Reuters) - The German city of Cologne is
      resorting to a "sex tax" on brothels to boost its revenues
      after national reforms left local authorities short of cash.
      City authorities confirmed Friday they were extending the
      existing "pleasure tax" -- already levied on casinos and
      amusement arcades -- to brothels, erotic massage parlors
      and table-dancing clubs.
      Cologne expects to triple its pleasure tax revenues, Inge
      Schuermann, a city spokeswoman told Reuters.
      "This is about making taxes fair but also because we are
      more than up to our necks in financial problems," she said,
      shortly after Germany's parliament approved the country's
      biggest welfare shake-up in decades.

        Paris Hilton beats Bush in TV ratings
        NEW YORK (Reuters) - He may have beaten Saddam Hussein, but
        President George W. Bush got clobbered by slinky socialite
        Paris Hilton when her television show got higher ratings than
        Bush's exclusive ABC interview Tuesday night.
        More Americans watched Fox's "The Simple Life," which
        depicts the 22-year-old hotel heiress working on an Arkansas
        farm, than saw Bush being interviewed by Diane Sawyer, Nielsen
        Media Research said on Thursday.
        "The Simple Life" may have been helped by the public saga
        of a video, making the rounds of the Internet, showing the
        granddaughter of hotel chain founder Conrad Hilton engaged in
        various sex acts with ex-boyfriend Rick Salomon.
        "The Simple Life" drew 11.8 million viewers while Bush's
        ABC "Prime Time" interview drew 11 million, Nielsen said.
        In the interview, the president made headlines by saying
        the recently captured ex-Iraqi leader should be executed -- the
        "ultimate penalty" -- for his iron-fisted rule in Iraq.
        But Hilton won more viewers with her performance baking
        pies and working the town fair's kissing booth in a mini
        skirt.

        • Do you believe in ghosts?

          LONDON (AP) - Are there ghostly goings-on at Henry VIII's
          palace, or is that hazy image of a fellow in fancy robes just a bit
          of Christmas cheer?
          Closed-circuit security cameras at Hampton Court Palace, the
          huge Tudor castle outside London, seem to have snagged an ethereal
          visitor. Could it be a ghost?
          "We're baffled too - it's not a joke, we haven't manufactured
          it," said Vikki Wood, a Hampton Court spokeswoman, when asked if
          the photo the palace released was a Christmas hoax. "We genuinely
          don't know who it is or what it is."
          Wood said security guards had seen the figure in closed-circuit
          television footage after checking it to see who kept leaving open
          one of the palace's fire doors.
          In the still photograph, the figure of a man in a robe-like
          garment is shown stepping from the shadowy doorway, one arm
          reaching out for the door handle.
          The area around the man is somewhat blurred, and his face
          appears unnaturally white compared with his outstretched hand.
          "It was incredibly spooky because the face just didn't look
          human," said James Faukes, one of the palace security guards.
          "My first reaction was that someone was having a laugh, so I
          asked my colleagues to take a look. We spoke to our costumed
          guides, but they don't own a costume like that worn by the figure.
          It is actually quite unnerving," Faukes said.
          The palace, built in 1525 on the River Thames 10 miles west of
          central London, is a popular tourist attraction and some of the
          guides wear costumes of the Tudor period.
          Wood said she was hoping people would come forward with similar
          stories and try to explain the figure.
          The palace has been the scene of many dramatic royal events, and
          already is supposed to have a few ghosts.
          King Henry VIII's third wife, Jane Seymour, died there giving
          birth to a son, and her ghost is said to walk through one of the
          cobbled courtyards carrying a candle.
          Her son, Edward, had a nurse called Sibell Penn who was buried
          in the palace grounds in 1562. In 1829 her tomb was disturbed by
          building work, and around the same time an odd whirring noise began
          to be heard in the southwest wing of the palace. When workmen
          traced the strange sounds to a brick wall, they uncovered a small
          forgotten room containing an old spinning wheel, just like the one
          Penn used to use.
          Henry's fifth wife, Catherine Howard, condemned for adultery,
          was held at the palace under house arrest before her execution at
          the Tower of London. An 1897 book about the palace says she was
          reportedly seen, dressed in white and floating down one of the
          galleries uttering unearthly shrieks.
          The palace was once a prison for King Charles I, who later was
          beheaded, and then home to his nemesis Oliver Cromwell, who briefly
          ruled when Britain was for a short time a republic.

          • December 22, 2003 --Priests in Ireland are cracking down on risqué behavior at funerals after one rollicking service featured mourners downing pints of beer around the coffin and draping women's panties around the body. The Dublin-based National Center for Liturgy, which monitors church rituals, was so furious at the party-like atmosphere, it's also banning dirty jokes and cursing by those giving eulogies, no matter how bawdy a character the deceased was.

              Okla. family buries wrong man due to prison mix-up
              OKLAHOMA CITY (Reuters) - An Oklahoma family that
              thought they had just buried a son who killed himself in prison
              received a phone call after returning from the funeral from the
              supposed dead man who said he was very much alive.
              The relatives of Kevin Wyckoff, an inmate in Oklahoma's
              Lexington Correctional Facility, were the victims of a case of
              mistaken identity, prison officials said Tuesday.
              The family was sent the body of another inmate of similar
              physical characteristics as their son. The two inmates had
              recently switched cells, which led to prison officials being
              confused about their identities, they said.
              "On Friday, an inmate committed suicide by hanging himself.
              Our chart reflected it was Kevin Wyckoff who was supposed to be
              in that cell," prison spokesman Jerry Massie said.
              The inmate who was buried appears to be Steven Howe, Massie
              said. Howe was serving a sentence for driving under the
              influence and attempting to elude a police officer. Wyckoff is
              serving a sentence for assault with a deadly weapon and
              kidnapping.
              The body of the buried prisoner will be exhumed and then a
              medical examiner will confirm the identity, prison officials
              said.
              The Wyckoff family has told reporters they are happy their
              son is still alive but they have a few questions for prison
              officials, including who will pick up the tab for the funeral.

                BOSTON, Dec 23 (Reuters) - The Roman Catholic Archdiocese
                of Boston on Tuesday demanded the removal of an animal rights
                group's billboard advertisement depicting the Virgin Mary
                cradling a lifeless chicken in her arms.
                The ad by People for the Ethical Treatment of Animals
                features the tagline "Go Vegetarian -- It's an Immaculate
                Conception," a reference to teachings about Mary's purity.
                But the church said the billboard was "offensive at any
                time" and especially so during the Christmas season.
                "Why any organization would seek to garner goodwill for
                itself and its message by promoting an ad campaign that is so
                offensive to a large number of people within the community is
                unclear," the archdiocese said in a statement.
                "What is clear is that if PETA truly cares about ethical
                behavior, the billboard message should be taken down as soon as
                possible," it added.
                PETA said it has no plans to take down the billboard in
                Boston.
                PETA said a similar advertisement went up in Providence,
                Rhode Island, earlier this month but was quickly removed by the
                billboard's owner amid similar complaints from Catholics
                there.

                  Loose screw halts Spanish nuclear power station
                  MADRID, Spain (Reuters) - A Spanish nuclear power station
                  has been shut indefinitely because of a small missing screw
                  weighing less than an ounce that fell off a machine during
                  refueling, nuclear officials.
                  The Zorita plant, located in the central Castille-La Mancha
                  region, will reopen only after a full report on the screw is
                  completed, a spokesman for the national Nuclear Security
                  Council told Reuters.
                  Staff searched for the screw with cameras, but after
                  failing to locate it on film, they concluded it must have
                  slipped into an area that was inaccessible to cameras, the
                  spokesman said.
                  He said it was unlikely the missing screw would present any
                  risk.

                    TOKYO (AP) - A man who wanted to share his stock market winnings
                    with the public tossed 1 million yen (US$9,350) from the
                    observatory deck of a tower in central Japan on Tuesday, causing a
                    scramble for the money in the streets below.
                    The unidentified man grabbed wads of one-dollar and 100-yen
                    (US$0.93) bills from two shopping bags and stuffed them through an
                    open grill from a room at the TV Tower in the city of Nagoya. The
                    room is 100 meters (330 feet) above the street.
                    The money - one-dollar and 100-yen (US$0.93) bills - rained on
                    the sidewalks and streets about 100 meters (330 feet) below, where
                    people chased the wind-blown bills. The 100-yen bill is no longer
                    in circulation.
                    Afterward, the man told NHK television that he wanted to give
                    away some of his profits from playing the stock market earlier this
                    month.
                    "I have too much money. I don't need it," he said. "I wanted
                    to give some back to the world."
                    Aichi prefecture (state) police official Tatsuyuki Satomi said
                    none of the bills appeared to be counterfeited. The 26-year-old
                    man, who is unemployed and lives in neighboring Gifu city, told
                    police he had exchanged the dollars at Nagoya airport and bought
                    the 100-yen bills over the Internet.
                    He didn't break any laws, Satomi said.
                    Nagoya, Japan's fourth-largest city, is located 269 kilometers
                    (168 miles) west of Tokyo.

                      Kenyan man chops off testicle in row with wife
                      NAIROBI, Dec 22 (Reuters) - A Kenyan man chopped off one of
                      his testicles in a row with his wife and then walked naked to a
                      police station to report the incident, police said on Monday.
                      Police rushed 26-year-old Stephen Ongala to hospital after
                      he stumbled into their police station in the border town of
                      Busia in western Kenya on Friday bleeding heavily.
                      "He said he did it because he had had a disagreement with
                      his wife," said deputy police chief Shadrack Maithya. "If we get
                      evidence that he tried to take his life, then we may charge him
                      because it is a criminal offence."

                        • December 24, 2003 -- A robber broke into song in an Illinois court in a bid to get a reduced sentence - but he hit a sour note with the judge, who hit him with 12 years behind bars. James Reid, 20, stunned Circuit Judge Annette Eckert in Belleville by belting out a gospel hymn that he composed himself, admitting he knocked over a Taco Bell restaurant and singing: "God has changed that man. I'm doing the best I can." But his plea apparently fell on deaf ears.

                            German firefighters rescue flock of seagulls
                            MUNICH, Germany, Dec 25 (Reuters) - Munich firefighters were
                            called out on Christmas day to rescue a flock of seagulls that
                            got stuck when a lake near the city's Olympic stadium froze
                            over.
                            "They didn't notice it was getting colder and their tails
                            got frozen stuck," a fire brigade spokesman said on Thursday.
                            "We were able to help most wiggle free but one bird was so stuck
                            so we had to cut out the whole chunk of ice and take the whole
                            thing back to the station."

                              • 26 December 2003: Possibly Rabid Racoon Becomes Dinner


                                ATHENS, Ga. (AP) - A fraternity member was treated for possible exposure to rabies, and he and two others could be expelled for beating, skinning and then eating a raccoon that might have had the disease, the fraternity's president said.

                                The men had spotted the raccoon behaving erratically outside the Phi Kappa Psi house at the University of Georgia on Dec. 12. One hit it with construction pylon and shot it with a pellet gun in the fraternity's parking lot, Athens-Clarke County Animal Control officials said. Another skinned the raccoon, and a third cooked and ate some of its meat.

                                Erratic behavior can be a symptom of rabies in an animal, but the raccoon could not be tested because its carcass was burned. At least one fraternity member was treated for possible exposure to rabies, which can be fatal if left untreated.

                                The three members involved will go before the fraternity's grievance committee and face possible sanctions from reprimands to expulsion, said Larry Bales, fraternity president.


                                ``It was a ridiculous situation - an isolated incident,'' Bales said. ``It was not a fraternity-sanctioned event.''
