I used to live in Winchester.
I wonder if the bad guys with the nuke read that article and figure, hmm, lets not drop a nuke on DC, lets drop it on Winchester or better yet both.
Kinda seems pointless to me.

To me it's nothing new
The agency I work for has been talking about this for years. So far we haven't moved past the Beltway yet and I doubt that they will move at least till I retire.

This is about as dumb as it gets - I think anyhow. In the age of nuclear science, there is no "safe" place on the planet if The Big One happens.
Some Federal Agencies To Move Outside Of Fallout Zone

WASHINGTON -- Many government agencies are planning to move jobs away from the Capitol and into the Shenandoah Valley.
In the event of a nuclear explosion in Washington, federal officials said, Winchester's location about 70 miles from Washington would put it outside the fallout zone.
The FBI plans to relocate at least 1,200 workers into Winchester by 2009.
Meanwhile, FEMA also expects to move jobs just outside town into an operations center that will employ 700 people.
