FF complain about radios

Does anybody know what kind of radio system they are on? Is it P25? I did some more research on P25 failures and found this blog...scary stuff...

The solution -- one that has been recommended by federal agencies -- is to switch back to the old system, which enables direct radio-to-radio contact with no towers involved, he said.

We use a P25 system configured as above. All the mobiles in the vehicles and communications center use the digital trunking system. All the portables default to analog (non trunking). This allows better reception and range in vehicles but also allows point-to-point coverage between firefighters and IC.
