Vehicle Extrication Teams

I have been given the task of forming a special vehicle extrication team. If anyone has any contact person or has any information on helping me with this, it would be greatly appreciated. We are small department of 110sq. miles and we have 5 major highways in this area. We are trying to come up with a plan that involves our haz-mat team as well as this new team that I am trying to form. We also have a small operating budget, so money of course is a problem. Thanks in advance for any and all help regarding this topic.
