Looking for information on airbag capaciter discharge times for all vehicles. I have looked at this information before but can not find at this time.

Check NHTSA's "Emergency Guidelines for Airbag Equipped Vehicles." It's in the EMS section.
Also, Ron Moore has an updated list somewhere around here. NHTSA's only goes up to '97. -
