Tank plug/seal

I am looking for information on a product (simular to the foam insulation spray can with the applicator that people use to seal new windows in thier homes),that is used to seal small wholes in fuel tanks. Right now my department uses a caulking like compound that does not work very well, and exposes the firefighter to the products. We need the KISS principal here, so any help will be great!
