I wouldn't see a problem with doing that. In fact I think it's a good idea. The system I work in has a combination career / volunteer staff. Mostly career. The career folks have to pass the CPAT, volunteers are not required to take it. So I think it would be a good idea. You would logically get some negative feedback from the volunteers I'm sure. -

P - Physical
A - Agility or Aptitude
T - Test
