    Public Law 109-459

    Here is the original wording of Public Law 109:459 from the original S.1932 12/19/05. 109-459 is a bill regarding free home phone calls for troops overseas and the public safety radio part was tacked on to the end. It stated :

    Pursuant to section 3006 of Public Law 109-171
    (47 U.S.C. 309 note), the Assistant Secretary for Communications and
    Information of the Department of Commerce, in consultation with the
    Secretary of the Department of Homeland Security, shall award no less
    than $1,000,000,000 for public safety interoperable communications
    grants no later than September 30, 2007 subject to the receipt of
    qualified applications as determined by the Assistant Secretary.


    (Sec. 3006) Authorizes the Assistant Secretary to use amounts from the Fund to implement a grant program to assist public safety agencies in the acquisition of, deployment of, or training for the use of interoperable communications systems that utilize, or enable interoperability with systems that can utilize, reallocated public safety spectrum for radio communication. Requires the public safety agency to provide, from nonfederal sources, at least 20 percent of the costs of acquiring and deploying the systems funded under the grant program.

      I have heard the same thing. A whole bunch of us are investing a lot of money in narrow band trunking systems on other spectrums. If they come up with a new ruling they better cough up some more cash.

        While there is the public safety 700 Mhz band, no one is trying to move all public safety to it.

        Now, there is a fallacy called Cyren Call, that is trying to present itself as the end all to any interoperatiliby problems.... And it is just that, a fallacy. Another stroke of marketing genius from the guy who brought us Nextel.

        Even if a nationwide 700 Mhz system was started today, most of us would be many many years before we even begin to see it built out, and then we could not afford the USER FEES.
