I recently heard from someone that all the Polaris Rangers had been awarded for 2006, although the website states that there are still 18 to be awarded. Anyone have the inside scoop.

I was recently in Virginia for my Granny's funeral and talked to a family member. I was asked if it is customary for the Government to issue equipment (example the Polarises that are brought up here) to Volunteer Departments even though they don't necessarily have a need for it.
My question to them was if their local Department filed for the Polaris or if it was a Statewide Grant that was applied for? My family member didn't understand why they would request for this type of vehicle since they have needs for so many other types of equipment that could actually be used. My advise to them was to talk to the personnel themselves and ask the questions. I also advised them that if they didn't like the way that their Fire Department was running, to get involved.
Now my curiosity is spiked, did all the Departments in W. Virginia apply for the Polarises or did just a few? If it was a large grant that was used, how is the equipment justified? Where can I gather more information so that I can pass it along to my family so they can hopefully be alright with what transpired?

Operation Ranger Announces Final Round of Recipients
A record 66 utility vehicles donated in 2006
On Nov. 1, the USSTC Operation Ranger Committee selected 22 additional award recipients, completing its 2006 award year. The latest round of awards brings this year’s final total to 66, the most ever in the four year history of the program.
In selecting this year’s recipients, the Committee reviewed a total of 3,508 Operation Ranger applications submitted by the Jan. 6, 2006 deadline. This year’s applicant pool was larger than the program’s previous three years combined, and the outstanding quality of the applications made the task of selecting only 66 award winners extremely difficult.
Operation Ranger expects to complete the task of notifying those organizations not selected by mid-November. We encourage these organizations to submit a 2007 Operation Ranger application, now available on this web page (see below).
Please continue to check the Operation Ranger website for program updates and a list of this year’s Ranger recipients with photos. We thank all those who applied for your interest in the program and salute the valuable work you do each and every day.
Our Commitment
The U.S. Smokeless Tobacco Company Operation Ranger Program awards rugged, off-road utility vehicles to our nation’s emergency responders. To date, 264 vehicles have been awarded across all 50 states. Continued program funding is subject to the approval of our Corporate Contributions Committee and it can be expanded, reduced or eliminated at any time.
The Operation Ranger program exists both to recognize the service of our nation’s emergency responders and to provide a versatile, practical vehicle that will enhance emergency response capability at the community level. We gratefully acknowledge the assistance of Polaris Industries, the National Volunteer Fire Council and the many vehicle recipient agencies that have helped us shape this signature program since its inception as a pilot program in late 2002.
Although we haven't gotten official notification yet our name is listed as being awarded on the website...
