  • Holy cow batman...NIMS

Just a pleasant reminder that anyone who is dealing, waiting and hoping for a grant this year, our local Iowa EM guru reminded me that the 16 point NIMS compliance needs to be met by Sunday.

As though we needed more things to worry about, but in looking through the points it seems a lot of cities need to get thier acts together. I know on the department side we have 99% of our ducks in a row, but it may be that the town fathers might have to have an emergency council meeting before the weekend.

Just a heads up..hate to see anyone loose out because of it.

Your county EMS guy has not been keeping on top of this (as should have been). Our EMS Mgr and clerk have been pushing/nagging for months in attempt to get all the communities (and the county) to get their training, ordinances and certifications in so they can complete the county process. I think we are at 100%. Unfortunately, several counties in Iowa that put diddly into Co EMS. Then whine about being broke dick, not getting DHS $, etc.

We've got all but one of our firefighters up on all the required IS courses except for 1! That one person for some reason will just not complete it. Basically refuses to do it! Been attempting for over 8 months to have him get it done and explaining why. So, come Oct. 1st, he will become classified as In-Active until the required courses are completed. As Spock said "The needs of the many outweigh the needs of the few".

There has been confusion since day 1 exactly what 100% compliance means. What exactly are the "16 points" you're referring to and where did you find them?

No where in this years fire act grant did it require you to be in full compliance with NIMS for this year. If my memory serves me correctly, it asked something to effect of are you in the process of becoming NIMS complaint or will you be next year. I am also curious as to what the 16 items are that you are referring too. I don't remember any of that.

I'm Not sure about the 16 points either. I know that being NIMS compliant by 9-30-06 was a question on the CEDAP III application.

There is no requirement that everyone on the dept goes to a NIMS class. There are othe higher payoff use of vol time.

Officers/ICs, the CEO (Mayor), some of the council perhaps.

SOME states, NJ for example, have mandated that all members of emergency services have the I-700 training, regardless of what the grants require. NJ has to the end of this year (I think) for all officers that may be in command of a scene to have up to I-300 training. Lucky us.

I asked this question to the State EMS office, local county EMS office, searched the NIMS website and they all say that the goal is to be NIMS compliant by fiscal year September 30, 2006. But this is the response I got back from CEDAP:* "Taken as a whole" recognizes that not every community or individual
responder will have completed all of the requirements. The "taken as a
whole" standard means that most have and that good faith efforts are
underway to achieve full compliance." What I'm understanding is they wish you were compliant by Sept. 30, 2006 but as long as you are in good faith and are trying, but I also believe that 2007 you will have to be compliant or no grants ect....

Every Emergency Services worker here (PD, EMS, All FD's) is mandated to complete IS-100,200,700. Chief Officer's IS-800 and the County Emergency Manager the IS-300 & 400. IS-300&400 are recommended but not required for Chief Officers at this time. I'm not certain if it is a State requirement, but that is what I was informed by the County Emer. Manager, needed to be completed.

Ok..boy did I stir up a hornest nest. I tried to find the site that the "print out checklist" came from ending up three times as confused as I was from the start. So I banged back at my local EMG official who said..Well, technically this what we are requiring of depts under our control, but that they were more pointed at making sure that the cities themselves had thier bases covered when it came to resolutions and the like.

Yeah thanks buddy..I appreciate that. Now back to the waiting and watching.....

Well technically since this is a federal government program the term "Holy" does not exist, so this is a term/word that can not be used in the NIMS universe. However the acronym "COW" being that it describes a cell on wheels is a perfectly accepted term and does belong in the NIMS universe. Now the "BATMAN" slang must refer to a resource possibly single in nature, maybe task force or even possibly a strike team but more clarification will be necessary on this one. However I must warn you that at all time you must use the official glossary and terms of the NIMS universe.. Of Course there is the term "superman", this was considered initially for the definition of a firefighter, however it was gender specific and the "resource" term was thought of as more neutral and all encompassing.

Sweet Jesus someone please send me my 10 Q's and the grant announcements before I go totally craaaaazzyyyy. OOPs that word doesn't belong either.

bukstp--You are so totally in the wrong thread!! If i ever hit the lottery, i may start a foundation to award grants to the cream of the crop of those who are charter members of the "i'm totally freakin' out" thread. You would definitely make it past the computer scoring!!

Serious thread content--We have a probationary in the midst of her mandatory ff training. She has 2 months before she is eligible to become full member. Should she be done with 100, 200 and 700 by 9-30?

(yep, she might as well get it done. i just want to clarify for future reference.)
