When purchasing air packs, will FEMA allow you to trade in the old packs? Since they will only do $12,000. on a TIC, do you still need to get a camera with the exact features that you requested for?

I wouldn't see a problem using your packs as tehe 10% down. You should check with your airpack rep to see if they will write the invoice to reflect that.
