  • No Notice is Bad News?

Webteam and any others who may know,

For those of us who have not received an 1199A, has time run out for this year?

How far in advance of the award are they giving the 1199A?

Any ideas on how many 1199A's are "given" on a weekly basis?

    Looking forward to the replies

In nearly every case, the 1199A link appeared within 2-3 weeks of questions, and then the award announcement.

No news is not bad news for now.

After an almost hour long conversation with a FEMA Program Manager yesterday covering several topics, there is a long way to go before the end. Only those that did not make Peer Review were Dear John'ed. The total number of awards will be in the 7,000-10,000 range. About 13,000 were reviewed, so the award to application ratio will be about 1:2. Pretty dang good odds to begin with, let alone for those that are still in the game.

Regarding vehicles: there is no cap on the price of a vehicle IF you can justify the costs above industry average. If you add non-NFPA 1901 required equipment, or do something excessive, be prepared for it to be removed from your project costs. Notice the number of grants at $225K in the vehicle category, and the 3 at $450K. He added that if you have nothing higher than 2 stories your 100' aerial device truck definitely would not happen, but they may amend it to a 75'.

I did ask about the rule regarding contingency contracts for grant writing costs. Because some idiots charged excessive fees based on success only, they had to add that rule. Writing fees that are eligible for reimbursement from FEMA must be paid within 60 days of the application deadline. They will ask for cancelled checks and the invoice from the writer. If those cannot be supplied, FRAUD will be the charge on the indictment. It has not been publicized but they have prosecuted many people over the past couple of years for fraudulent applications. Just to be sure, I asked about the possibility of me making a "donation" back to the department if their application was not successful. Official answer: FRAUD. So, unfortunately for those that I was going to help, I can't do it for nothing up front and nothing if not successful. I tried to find a loophole, but without risking fines and jail, it can't be done. So I will be dropping rates significantly so that my costs for helping won't be outrageous for anyone. I'll be updating my web page with the details and a downloadable contract shortly. Figures, everything changes when I finally get it finished.

I guess I'll put of the rest of my procrastinating until tomorrow.

An end note: any of you can call FEMA at any time and talk to these people. They're not going to give away the family jewels, but they'll give as much guidance as they can without completing your application for you.

            Well,

Just when you began to think things were spiraling down, the hoped for 1199A showed up yesterday (10/21)! Mailed it back to FEMA that afternoon and now we wait for whatever next step evolves. We have not received the e-mail questions or a confirmation of 1199A receipt yet.

Thanks to those of you responed to this thread. I will try and post the significant events (questions, 1199A receipt, award notification) if and when they happen.

still no notice, and the clock is ticking........

Congratulations to all that have gotten the 'good news', condolences to those who have gotten 'the axe' (a.k.a. Dear John'd). To depts. and grant administrators that have at least got a positive indicator (1199 or questions) good for you!
But alas for the rest of us still sitting in limbo, now it gets rougher, a little over 1/2 of the money is awarded, from here on its gonna get interesting. Increasing envy for awardees, and a little bit of 'glad it was you not me' for those getting Dear John'd. Wish all well but my dept. is 1st with me. I'm one of those that went for what we thought would be awarded, instead of the acutest need. Was in til the end last year with the same request, more $$$ available this year........ Hoping, wishing, and hanging on.... I think Charlie Brown said it best..............

I received & replied to our 7 questions via email 2 weeks ago on Thursday morning. I then logged onto the application submission page & found the 7 questions there as well. I submiited the answers electronically Thursday night and received our 1199A overnight. The confirmation arrived 12 days later.
