Does anybody know if you can get a second grant if you havent spent your first grant yet.

I don't think so. I think the only stipulations were NFIRS Reporting and you have to spend the award within a year of the announcement in order to give a 12 month progress report. Those are the only ones that I remember, but call FEMA's helpline to make sure there's nothing else.
