Well its been 4 rounds and our dept still aint seen the 1199a thingy. Does this mean we are out or what.

No, you are not out until they say you are.

It takes time! I know it is hard but you have to be patient. If you do happen to get the 1199A link, it may not show up until the end of December. There is no way they can get through all these grants at once. That is why they do them round by round. The grants that scored higher will come first and then they will work their way on down the list. You are not out until they email you and say you are out.
