Just wondering, should the POP not be altered to reflect the fact that we don't have the tools needed to complete our end of the Grant? As always, when we start hearing the news of awards dropping, I start seeking bids. We have demos from 4 vendors, called departments with each and asked questions, looked through warranties and service options. We are ready to order but can't move forward until this is fixed. I like making sure everything is done well inside the POP each time without question. If they don't get this fixed for quite some time, some folks who aren't on the ball will struggle to land within the marks.

Technically, you could go ahead and order, but the problem there is that we still have no way of knowing when you can draw down funds. You could end up receiving your equipment weeks or months before you have any way to get the money to pay for it. So you're right, we have no d-day when you can absolutely positively be assured that funds will be available, and your POP really should be extended if the delays continue much longer.

Bad thing is, if you order now and it becomes weeks before draw down funds is allowed, you are going to have some very angry, grumpy and hateful vendors. Jeff

They'll allow altering of the POP if it's something like trucks that take months to be built and generally run over even when the system has been working right. Shouldn't be an issue on equipment as most vendors should be able to fulfill orders within 60 days, but trucks I'm sure will run long.

Just received this in an email:

As of November 8, 2019, Assistance to Firefighters Grants (AFG) & Fire Prevention and Safety Grant (FP&S) grant recipients may begin using the FEMA GO system to submit Payment. AFG and FP&S grant recipients should avoid submitting an amendment at this time; submitting an amendment will not allow grant recipients to submit payment. We will notify grant recipients when they can begin submitting amendments.
Staffing for Adequate Fire and Emergency Response (SAFER) grant recipients may submit a grant amendment to begin their Period of Performance (POP) early; other amendment types cannot be accepted at this time. The payment request module is not currently available in FEMA GO, however, it will be available soon. We will notify SAFER grant recipients when the module is available

Logged into FEMA GO and it works!!!

Has anyone had any luck submitting a payment request yet? When I enter the amount I'm requesting it disappears as soon as I move my mouse. I've tried this in IE, Chrome and Firefox and they all do the same thing. I called the help desk and they told me to email FEMA Go with a screenshot, which I've done.

Glad to hear I'm not the only one. It's been a long time since I requested money on a grant... how long does it typically take from the time of funds request to the time the money hits the account?

Less than a week from request approval by DHS to money in bank.

Finally got the payment request to work. Had to type in the payment amount and then without moving the mouse, start typing in the comments field. Once you type in the comments field you can move the mouse to click on the other fields. Payment was quick though... it took only took about 10 days to get it and that included 2 weekends and Christmas.

Just wanted to share that as of last week FEMA GO still isn't able to process official amendment requests.
