Well, this is what I came up with a "How To" guide for SAM registration. It's admittedly light-weight, but I think it would get a newbie going in the right direction. After my friend gathers all of the appropriate info, I'll probably sit with him as he enters the info. Anyhow, comments on the info/steps below are welcome:

This is a great 1-page Quick Start Guide on how to register in SAM.gov:
    https://www.sam.gov/

    First off, you need a:
    1) DUNS number…which you can get at http://fedgov.dnb.com/webform

    2) Taxpayer Identification Number (TIN) OR an Employer Identification Number (EIN)…which you can get at https://www.irs.gov/

    3) A Commercial and Govt Entity (CAGE) Number…which you can request at https://cage.dla.mil/Request

All of the above are free, and the official organization name and address you use for your fire department should be the same.

Additionally, you will need your organization bank account number and bank routing number.

Once you have all of that, you can start creating your www.SAM.gov account following the instructions in the Quick Start Guide.

At last check permissions are still only operating at the organization/DUNS level so when access is shared it's granting people the ability to see all applications under that DUNS even ones for other programs/departments. In the old portal access was granted by application, which is the way it's supposed to be done in GO also but hasn't happened. Have several folks in a pinch because they're under the municipal DUNS and people don't want to share. The fix for that is create the 4 digit code for the DUNS to cover the various departments but it better happen quick since I wouldn't hold my breath that they fix GO to be like it should with application level access instead of organization. Not hard to architect at all on the back end, like everything else just takes a little planned and effort but is a commonly ignored thing in federal IT projects...

The first question is whether his organization has its own DUNS number or if it's using one that belongs to a city, county, or other entity. If they have their own DUNS number, he will have to register. If their money is handled by another entity, he would need to go through that one.

After shutdown, IT delays in Peer, and GO problems you should be on a new pack of Big League Chew by now to make new bubbles.

They resent the bulk emails because not everyone got them the first time, emailing code crashed so fixed and reran everything again.
