        I'm a stats guy and work with several data scientist - we are unable to really model/understand the distribution. Except PA and AL are outliers year after year.

          It would be interesting if you also put in there a column for # of departments and another for # vol departments
          That may be a big key to finding parity in the numbers. Rather than parity by population, parity in number of departments.

            That's one area we have thought about - but haven't found a good source for the information.

            We did look at poverty rate/ economics and that didn't match up with the awards.
