        • Question for the group - we were awarded in late July for a tanker. According to a sample time frame checklist, we should have our apparatus ordered within 90 days of the award notice. We have being doing everything we can on our end and have had a tough time with contact of our fire grant specialist via email and phone. We have not received a response regarding our Post Award Orientation over-the-phone meeting that we have been attempting to schedule (even after first speaking over the phone and confirming a date and leaving the time to them). We don't want to sign on the dotted line before we receive some guidance making sure we are meeting all of the requirements. I know that FEMA is in storm mode now and this may delay things so wondering if anyone has insight as to how long / specific the contact with your grant specialist is before you order a rig. Thank you for any advice. First rig grant and don't want to mess it up.

          • Not very specific, their main focus is to make sure you're not changing to another type of vehicle of deviating from your basic idea. Essentially as long as you build a water hauler you're fine, they removed the 750gpm cap on tankers before 2015 so you can get any pump size you want/can afford, and you can always go larger on tank. They just aren't giving you any money if you run past what you had in the grant, and only thing you can't do is finance with a lien against the grant truck. You can secure the loan using other vehicles, nothing against that.

            So even if you spec'd 2-door 500gpm/2000gal tank you can still buy a 1250gpm/3000gal 4-door. Just can't go below 2000gal. Has to be equipped as NFPA 1901 tanker so drop tank, dump valves, etc. But you can go past that including crosslays, compartments, light towers, etc.

              Are your specifications complete ?

              Are you buying through a government purchase program (GSA, etc.) ?

              If you are not using a government purchase program, or your agency requires bids, then you can
              release an RFP. Just make sure there is a clause that mandates that the bidder assures all
              financial responsibility for preparing the bid documents, and that your agency is under no
              obligation to award a contract to the successful bidder. You should also stipulate that the bids
              be valid for a period of 90 days. You could then receive and evaluate bids. This would put you
              in a position to award a contract once your FEMA contract is received.

              If your agency does not require competitive bidding, or you are purchasing through an existing
              negotiated contract; then the above does not apply.

                Post Script: If you are not using a established Government Purchasing Contract, you must solicit bids (FEMA). Using specifications from a specific manufacturer is not allowed. It is expected that you receive at least 3 bids, but if you make a good faith effort to receive three, less than three will be acceptable. You may be selected for an audit of your records, which did happen one year as we were the only vehicle awarded in the state.

                      • Cordova I am still here. Just trying to still uncover from underneath this canopy of fallen 100 year old oaks that engulfed my house when the eyewall struck here in Auburndale. LOL. Oh and BTW- day 11 post storm and still no sign of a FEMA official!

                          Well I stand corrected.... one of my departments just let me know they received their SCBA award this morning.
