    Can an AFG award for a vehicle be used to pay for a truck that purchased/delivered before the grant was awarded?

    Generally, no. However, per the Program Guidance:

    Vehicles contracted for or otherwise purchased prior to the end of the established application period are not eligible for funding. Vehicles contracted for prior to award are not eligible. However, if an applicant is forced, due to unforeseen circumstances, to purchase the same vehicle requested in an application and that vehicle is placed into service prior to award, that expense may be eligible if the purchase meets all the conditions of a pre-award expense.

    Expenses incurred after the application deadline, but prior to award, may be eligible for reimbursement if the expenses were justified, unavoidable, consistent with the grant’s scope of work, and specifically approved in writing by DHS. We will consider requests for reimbursement for pre-award costs on a case-by-case basis.


    To summarize, if the vehicle was contracted/purchased before the application period closed this year, it is ineligible. If purchased after the application period AND was placed into service prior to award and there is significant justification, it may be considered on a case-by-case basis.

      It's basically done on an emergency purchase basis just like PPE and SCBA, which are normally the only ones approved for purchasing prior to an award. But they have made exceptions with vehicle awards when major mechanical problems have happened to a truck in the fleet. We had it with a quint in 2009 for a client, 2 aerials out of 3 went down beyond repair and they were trying to borrow one to last until they heard something from the grant but had to give it back. Got approval for emergency purchase prior to placing the order, and then the award came. Pretty sure it was known the grant was up for the award prior to the approval which is why it was given, but as long as documentation is well established it can be done.
