Now that some of the awards for 2009 are approaching the end of their POP funds will become available for supplemental awards; hence the 2009 update to the 1199A. These funds will come from departments that didn't accept their award, funds returned that were not fully expended and decreased admin costs. This typically occurs during a new awards cycle (2010).

As Earl pointed out those that recieved DJ's stating that you scored well, but just not high enough to be funded will be the ones to be awarded supplemental funds. The unfortunate thing is those with that type of DJ do not know how they rank and how much additional funding there will be.

Much as we whine about delays and such--AFG runs very lean which really helps in getting more funding out to departments.

    Congratulations--maybe!!

We got funded a couple of years ago on our SAFER app by this happening." Great app but not quite in the money. However if funds become available they may be awarded to you".
    Or similar wording.
Almost 11 months later we got an e=mail from them giving us the award.
    It does happen.

I've been speaking with someone in the program office just the other day about this topic and he advised that a small amount of funding continues to be available for 2009 AFG awards. The funding becomes available primarily as departments return unused funds. Therefore it is possible that you're application was the next in line if funding became available. Receiving a 2009 award at this point is a long shot, but might still be possible if enough funding becomes available.
