    I have to back Bc79er on this one; unless they actually change the Program Guidance and until that happens, you cannot vary. If they do change it, you may then have grounds to see if you can vary from the 2010 PG to the current new standard but, that is only if they do in fact change it. Until we have a document to examine, this is a cast in stone item. And just so everyone is aware of it, FPS and SMEs do make mistakes also. I had an SME a year or so ago telling a dept that SCBA regional projects were eligible and until I went to the director, they were ready to believe that guy. It happens, nobody is infallible.

    No controversy, just more $$ for you to spend when they audit. The rep telling you that is like them saying not to worry about putting up any local money. Program is governed by law and unfortunately they can't tell you to ignore it, so since the PG requires it you'll have to do them. Already others in your place were told the same thing and got a nice 5 figure bill from a doctor to rush order NFPA physicals so they didn't have to pay the award amount back. Doesn't matter what you have in writing from anyone on this point, it's not a gray area open to interpretation like some others are.

    Hope not to inject any controversy, but when we went to get clarification, our grant specialist told us that the DOT physical would be fine. Had him put it in an e-mail for the file. We're currently having all of our guys examined at the cost of $135 per person.

    Is this for a grant you are applying for, or a grant that you are receiving?

    If you are applying for it, it is possible that you will only need DOT physicals in the next grant period.

    If you already have gotten word that you are receiving it, then no offence, but why is it a surprise? It was very clear in the program guidance about the requirements, AND the fact that it was an allowable expense to ask for funds for.

    need some imput

    have a question, how many departments out there had to give back there grant due to firefighters not passing there physicals? we have an older dept. with some younger guys but most are 50+. we are now finding out that physicals are a LOT more in depth than a cdl. then there is COST of them there is noway a low budget volunteer dept. can pay for them. if we could we probably won't have to get a grant for a vechile. anyone have the same issue?

    No biggie, it's a confusing pain in the arse for us and for DHS, which the reason it looks like it's just back to the DOT physicals for 2011.

    POP doesn't matter for compliance with the PG. Same as if you don't meet the matching, just because POP passes doesn't mean you don't owe the money back. Physicals also have to be for all personnel that get behind the wheel of any department owned vehicle, not just the one awarded by AFG. Chiefs driving Chiefs cars need the physicals even if they never touch a BRT.

    Or provide physicals for a set number of operators for that vehicle and wait for the POP to run out.

    Only if you asked for the funding as part of the truck, or if you find one less expensive then you can use half the excess funds to do it. Hence the need to read guidelines completely, because if you can't handle the physicals you either have to turn the award back in now, or not do them and then get caught in the audit and either pay the physicals then or give the feds back the money. Could try an amendment since 2011 is dropping the NFPA physicals, but don't see them passing it since the PG is law and can't be bent within the confines of that year's laws, regardless of what they were before or after that specific year.

    My department was awarded a grant this year to replace our brush truck. We are just now realizing this requirement of the grant. There is NO WAY we will be able to afford annual physicals for all of our drivers (17). Is there any chance of using grant funds to pay for the physicals?

    Officially....no. Have to wait until the PG comes out to have a "real" document to mention. But of course our newsletter subscribers will get the rundown here shortly of the changes to come.

    Since Hines replied same time as I did, to answer his question it's for the 2011 AFG so 2010s still need to use the 2010 PG and make it full NFPA compliant unless they start to allow appeals in mid-stream.
