Senate, House Committees Consider FY11 Homeland Security Spending Bills
On Thursday, July 15th, the Senate Appropriations Committee approved the Fiscal Year 2011 Homeland Security Appropriations Act. The measure contains $420 million for the Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program and $390 million for the Assistance to Firefighters (FIRE) Grant Program, maintaining the previous year's funding levels (The Senate Homeland Security Subcommittee approved the bill the day before). The bill will now be sent to the full Senate for consideration.
On Thursday, June 24th, the House Appropriations Subcommittee on Homeland Security initiated House action by approving its own version of the appropriations legislation. The bill provides $420 million for FIRE, an increase of $30 million over the Fiscal Year 2010 enacted funding level, and $420 million for SAFER, the same level of funding as in FY10. The bill now awaits action by the full House Appropriations Committee.
Both the House and Senate figures are significant increases over the amount proposed by the White House. The Administration's FY11 Budget Proposal, released on February 9th, recommended cutting the programs to $305 million each.
After both the Senate and House pass their respective versions of the FY11 spending bill, Congress will need to convene a conference committee to resolve any differences between the two bills. Once the conference report is approved by both houses, it will be sent to the President. CFSI will continue to provide updates throughout the appropriations process.
