LOS ANGELES, CA:
Dear Friend of the LAFD:
Effective this morning, some Los Angeles Fire Department EMS (Emergency Medical Service) resources in the San Fernando Valley changed for the better with enhancements and strategic redeployment.
Here's what has happened...
- LAFD's Engine Company 7, which operates out of busy Van Nuys Civic Center Station 39 (while awaiting the completion of their own new facility in the North Van Nuys/Panorama City area), is now staffed with at least one Firefighter/Paramedic and special Paramedic equipment at all times. This upgrade from "Basic Life Support" to "Advanced Life Support" status, will have this busy unit now identified as "Paramedic Assessment Engine 7".
- Due to call load and response dynamics, Rescue Ambulance 888, a Basic Life Support (BLS) ambulance currently in Sherman Oaks will be relocated to adjacent Van Nuys Station 39 - the busiest Fire Station in the San Fernando Valley. This unit will retain its BLS status, but gain the new identity of "Rescue 839".
- Rescue Ambulance 903, a BLS ambulance in Northridge, will be upgraded to Advanced Life Support (ALS) status and continue to be deployed from its current location at Fire Station 103 in the central San Fernando Valley near Cal State
Northridge University. As a Paramedic unit, it will receive the new unit identification of "Rescue 103".
These changes, part of the Fire Chief's strategic vision as approved by the Fire Commission and City leaders addresses goals of increased Paramedic coverage, improved EMS service delivery and a better working environment through manageable workloads for Firefighter/EMT's and Firefighter Paramedics - all of whom are facing a burgeoning call load in protecting America's second-largest City.
How busy?
This past year, the men and women of the LAFD handled an astounding 689,803 responses, 83% of which were requests for emergency medical care. Highlighting the need for enhanced LAFD EMS resources is this comparison of required ambulance transports by LAFD personnel to area hospitals:
First Quarter 2000: 397 average daily transports
First Quarter 2003: 512 average daily transports
This past year, the men and women of the LAFD transported 183,663 people to local hospitals.
Chief Bamattre's EMS Resource Deployment Plan will manage the significant number of new paramedics, deployment of additional EMS resources, and expansion of EMS field supervision. The objectives of this five year plan include:
- A Paramedic resource at every Fire Station
- An Ambulance at every Fire Station
- An EMS Captains in every Battalion
- Additional Paramedic Ambulances to provide workload relief for busy units
- Additional Paramedic Assessment Engines for Paramedic personnel rotation
During the first two years of the plan (Fiscal Years 2001/2002 and 2002/2003), these resource improvements were implemented:
- Upgraded 14 BLS Engines into Paramedic Assessment Engines
- Converted 6 Paramedic Engines into Paramedic Assessment Engines
- Added 16 new Paramedic Ambulances
- Added 14 new BLS Ambulances
- Added 2 fully staffed BLS Engine Companies
- Added 5 more Variable Staffed BLS Ambulances for a total of 8
- Added 10 more EMS Captains for a total of 16
Effective April 20, 2003, the LAFD successfully deployed at least one Paramedic resource in every Fire Station district.
On June 29, 2003, the Department successfully deployed EMS Captains in every Battalion to improve EMS supervision, training and management.
As of today, the Los Angeles Fire Department will provide:
- 115 Rescue Ambulances – 73 are ALS and 42 are BLS
- 99 Engine Companies – 39 are ALS and 60 are BLS
- 49 Light Forces – 3 are ALS and 46 are BLS
Further EMS resource enhancement will occur later this Fiscal Year to address our skyrocketing call load while maintaining quality emergency medical care for all who live, visit and work in Los Angeles.
The LAFD is proud to be a full-spectrum life safety agency staffed by caring and competent men and women who provide high-quality care to the sick and injured. To learn more, we welcome you to visit your Neighborhood Fire Station:
Respectfully Yours in Safety and Service,
Brian Humphrey
