i stop at alot of accidents and offer assistance in my own POV. i happen to do it alot on the highways(87 and 90 mainly). i kinda get antsy about getting hit. would i need a blue light card to have them on my vehicle if i'm not using them to respond to my department?

Having a blue light card is more of a technicality, and you are supposed to have one just for running your blue light in your department - irregardless of whether or not you are running it outside of district.
I agree with nmfire, technicalities be damned when safety is on the line. I would also suggest supplementing your blue with other warning devices - one blue tear drop doesn't exactly scream "watch out for me i'm parked on the side of the road".
