Does the Freedome of Information act (or comperable state law) apply to tax funded fire departments? If so, then wouldn't the reprimand outlined in the following article http://www.firehouse.com/news/2001/1...troit_mon.html be a violation of a firefighter's freedom of speech?

I need to clarify the question - I mixed two things together. 1. If the freedom of information act applies to tax funded fire departments, then much of the information which was provided in the initial report should have been public anyway.. (I assume)
2. If fire fighters are considered "public" employees, then wouldn't they be covered under the first ammendment. An example can be found at http://www.mycounsel.com/content/emp...ees/first.html
