Officer Qualifications

This question is primarily for New Yorkers due to the educational issues, but I'll listen to what anyone has to say. What qualifications do you require of Chiefs, Captains, Lieutenants and Safety Officer? I realize not every FD has all these positions but any ideas would be helpful.
