Ex-fire chief gets year in prison for stealing

COLUMBIA- A former volunteer fire chief has been sentenced to a year in prison and ordered to repay $30,000 he admitted stealing from his Richland County fire station.

Phillip McCall, 39, former chief of Sand Hill Fire Station, is one of four volunteer officials charged with misusing public funds.

The money he stole came collections of 1 percent of fire insurance paid by home and business owners. Statewide, almost $6 million was collected for that fund, which is distributed to fire stations.

The State Law Enforcement Division began investigating some volunteer stations in 2001 after questions were raised about how the money was being spent.

McCall, who also was a Richland County sheriff's deputy at the time, was accused of stealing about $37,000 from the 1-percent fund and another department fund at the Sand Hill station from January 1996 to May 2000.

McCall admitted to stealing the money by transferring funds from the two accounts to a secret account, Richland County assistant prosecutor Don Sorenson said. McCall used the money to write checks to himself and purchase firearms and other items.

Another former Sand Hill fire official, Timothy Ray, 29, is awaiting trial on embezzlement charges. Ray, who was a captain at the station and worked as a Columbia police officer, is accused of stealing about $800, Sorenson said.

Crane Creek Chief Richard Greene and Leesburg Fire Station Capt. Todd Antoine Green have been sentenced to probation after pleading guilty earlier to various charges.
