You may well find what you're looking for at one of two offshore sites: http://krasnodar.online.ru/hamradio/
This site is in Russian but can be translated to English by clicking on the British flag in the middle left margin. Once one the English page, try clicking on "software for programming radio stations." There have been manuals there in the past.

The other site is located at: http://www.kazak.ukgateway.net/ and there may be manuals there too.
