Mexico City Chemical Dye FIRE

OK, I was not there but what is this firefighter doing on the roof with NO SCBA and a 1.75" hose line??? With a history of explosions and chemicals use in the building, one would think alittle more tactic review would be in order?!!?!?!?!?!?!?!?!?!?!
Am I out of line?

Been active within the fire service since 1976.
Level 3 MSA repair certified.
