    We always show up full gear, including SCBA, then we can down-dress if the situation does not warrant, at the officer's discretion.

      Our department requires full PPE when on scene of any MVA, mostly i think do to the "what ifs" of the scene. it is a good idea though. i can recall on several occasions where volunteers have showed up and want to jump right into the scene of an MVA and there are all sorts of big warning signs on the scene from power lines down to glass everywhere to leaking fuel and oil, i think its just safer to always plan for the worst.
