Federal - A bit antiquated. The term comes from the Federal Period (AKA Colonial times) when Ben Franklin was Chief. Covers those organizations such as Ben's own Union Fire Company, the forerunners of today's volunteer fire companies.
State - They're only used in a few places like Delaware and Rhode Island, places that are only big enough for one FD in the whole state.
