Another document I brought home (copy, actually) - has anyone ever seen one other than this - and yes, I have cropped it to reduce the size - it is a 'full sized' certificate.....

I was issued one of those certificates. They were giving to everybody that was an employee of the DHS when it was formed. It is like a plankowner certificate. I was in the Coast Guard when I got mine. I would venture to guess that there were one to two hundred thousand of them issued. I thought at the time that it seemed like a waste of a few thoudand dollars to print and distribute a bunch of certificates just because an agency of the government answers to a new acronymn.

Plank Owners
Now days .....if you are on the first crew of a new ship you are considered a "Plank Owner".
