Do a google search on helmet fronts making. There are several helmet companies which has a program to design fronts pieces.

You also can check with a leather or tack supplier about the cost of cow hide and the necessary leather tools needed.

It's basically leatherwork - any resource on that will help you out.

Probably your biggest challenge will be the lettering.
