        So lets ponder this.... If we find something that already works, polish it up, put some new fancy do-dads on it, we can market it as a new Idea and make millions selling it?

                Looks like a 2.5 gallon pressure can with a high pressure vessel attached. More than likely adding unneeded weight. Is there no a shoulder harness for a 2.5 gallon can that is used in the north east?
                If this is such a great idea why not make a SCBA\Can pack, which would look like a twin bottle SCUBA diving rig?
