Waterous pump lever is stuck

One of the discharge levers is stuck on an older Waterous pump. Has anyone found a way to break these free?

Anybody have any thoughts about this?

Depending on what type of ball valve it is, lubrication on the stem and maybe some soapy water on the ball itself. Could it be the linkage on the arm is stopping it from moving? Hard to tell without seeing what you are dealing with.
