Ventilation From a Tower

I have heard that Los Angeles ventilates from the safety of their towers using saws that are similar to what tree trimmers use. Has anyone seen these or have any info on what they use??

At last check neither the Los Angeles Fire Dept nor the LA County Fire Dept have towers, must be another department in the LA area.
