You might also take a look at materials handling catalogs. There is no need to reinvent the wheel. Why not take something that works in/for another industry and make it work for the fire service.

Also - don't discount local fabrication shops from building you some aluminum boxes (use mesh sides & bottoms to redue weight & allow for better air flow when possible).

Well, heck you guys have a Pepsi distribution center right in your area why not head down there and ask them if they would donate a few of the plastic soda cases for your use. What's the worse they could say? No? I don't think those old cases even get used much anymore so they may be eager to get rid of them.
Another idea came to mind to. Milk crates. Either the real thing or the imitation ones sold at Menards and Shopko and K-Mart might work if the stuff isn't too heavy.
Otherwise my next idea would be to build some wooden boxes out of 3/4 pine and 3/8 or 1/2 inch plywood. Maybe 5/8 or 3/4 plywood for the bottoms though. Just make sure you re-inforce the corners with metal corner supports.
