A good one for an "inside joke" with the cops:
1028 ME
10-28 means "check vehicle license/registration"...and is pretty much one of the few "universal" codes you'll find. In essence, your plate says "Run me!"
I wouldn't recommend that one if you have unpaid fines/tickets, though. ;-)

Personalized... as in a whacker plate for the front bumper or the real vehicle registration?
What you can have depends on how many characters you are allowed to have, with combinations of letters and numbers.

I heard about a cop that had a fake plate made up as a prank on a friend that read"ILUVMEN".
The prankee was the biggest State Trooper ever hired by the State of Tennessee and couldn't figure out why he'd get kissy faces while at stop lights.
