It is solely based on a civil service exam on department procedures and policies. You are ranked accordingly to score and are offered the job as the openings become available. It is completely objective.
Our promotions are set by union contract and are conducted by a testing contractor. We use a written exam based on SOP's and fire text books and an oral board with 50% weighting on each section. The board is made up of three officers from other FD's with a higher rank then tested.
The Fire Commission receives a rank listing from the testing contractor and promotes in strict list order.
