I realize there are other threads focused on 1199a's but it seems like every thread becomes distracted in short order.

We made it past the computer and I am watching daily for 1199a updates. Has anyone heard anything recently?

The last word I had was over a week ago.

Best of luck to everyone playing the waiting game.

The web has been very quiet. Are there any new 1199a updates out there? Inquiring minds want to know.

Probably won't see any until the weekend. Or maybe they'll go back to the Tuesday updates from years past.

Kurt, Brian, Earl or any of the other guru's might be able to answer this best, but are they sending all the 1199a's out at once or are they just sending them in groups? Seems to me like they do them in phases, so don't count yourselve's out yet! Keep the faith!

Or go to Houston, TX for your CEDAP training. Lost luggage, computer problems, work issues at my "day job"--none will seem important as my FD puts their new PID's to work and my Haz-Mat team uses its HazMat ID for the first time!!

Spend the quiet days looking beyond AFG.

We received the 10 questions on August 14th. I found them on the 15th and sent them back in 15 minutes. They opened it the next day. Im still waiting on the 1199A. Im about to go nuts. We need a new engine in a bad way. I guess I am just impatient. Good luck to everyone.

How do you know if you made it past the computer. I need to know this.

You would have already recieved the DJ (about 2 weeks ago) if you had not made it past the computer. No DJ means that your application made it to Peer Review.

What is this 1099 update every is looking for? Someone please explain?

The 1199A is the information required by the feds to set up for direct deposit for requested funds. The 1199A is also an indicator of a potential award and can come in 2 ways.

1) If your department has not recieved a grant before you can check for the Update 1199A in the drop down menu (ACTION) of your 2007 application. If it's there that is a very good sign.

2) If you are a previous winner, go to the application that you recieved your first grant. Go to the drop down menu (ACTION) and View 1199A. You will see a reference to the 2007 grant (along with other winning applications) with your application number. Again a very good sign.

This again is an indicator of a potential award. If there is none, it doesn't mean that you will not be funded. It's a long process and could take time.

You are in the ballgame, until you recieve one of those dreaded DJ's.

Bugle, I keep hearing things like "You will see a reference to the 2007 grant (along with other winning applications) with your application number". When I look at our winning 2006 grant I see the 2006 app number. Will that number change to 2007 app number or will there be two numbers listed, the 2006 app number and the 2007 app number. I just want to make sure I not missing anything. I wrote the grant, but the chief gets the email notifications and I think I check for the update more than he checks his emails. Tell what I am supposed to see. Went for replacement of failing 5 inch hose and dry hydrant hardware.

There will be 2 numbers listed the 2006 and the 2007.

Example on how it will appear when you "View 1199A" on the winning grant.

Reference Award Number: EMW-2003-FG-06xxx

You may get a call for a reduction depending upon the prices you requested or items requested; be prepared to accept them if they are reasonable but don't have a knee jerk reaction. If oyu have the 10 qs and 1199a update it can be a few weeks to a few months beofre oyu are actually "announced"; be patient they work ontheir own schedule. AT this point you are at a 98% level that you will receive an award.;)

I sure hope the Tuesday/ Friday routine holds true. The stats look like we are roughly half way through this year's allocations and I know there are a lot of us still holding on to hope for an 1199a update. I am glad to have made it through the computer scoring but waiting week after week is taking its toll.

Congratulations to all 240 new ward winners this week!

All right. I am back to wondering where the 1199a have gone. I have not heard any significant chatter on line in two weeks. It seems like the last couple of 1199a rounds were small. Does anyone have any information that I could exploit as hopeful or positive? I would sure like to see some more action from DHS. This waiting is tough...and with half the 1199a's out already, it is hard to not turn to pessimistic.

Thanks. Jon

Wondering myself too, but I was looking at it as I am glad "only" half of the 1199a's are out. I was even more pessimistic than you - I thought they were almost all out and we were just waiting on a DJ letter. So I guess I see the glass as half full :D

Thanks Kurt. After attending your seminar in Milwaukee I realized that my narrative last year left much room for improvement. Basically my cost:benefit ratio stunk. Nonetheless we are still in the running and we really need the equipment requested. So I have worn my fingers down to nubs on the keyboard checking for updates three or ten times a day (especially in Tuesdays and Thursdays) only to find nothing has changed. I would feel more confident if I had written a better narrative. Our needs were all top priorities so we made it through the computer but who knows what the peer reviewers thought?

Thanks for your encouragement. I look forward to the opportunity to write my FP@S this fall and to next year's AFG equipped with the knowledge I gained at the seminar.

On the positive side we have 65 positive comments on our MyHometown Helper grant! Maybe that will materialize into something positive. I am also waiting to hear about our CEDAP and FM Global requests. Thanks for the "open grant" resource on the Chief Supply site!

I hope you have a great day.

It has been a long time since I have heard anything about 1199a's. I met with members of a neighboring department this morning for breakfast and they are in the same situation...made it through the computer and then NOTHING!

Does anyone have anything new to add? Any idea about what DHS is up to? From other threads it looks like the DJs are still a few rounds away and that half the 1199a's have been issued. Any insight would be helpful one way or the other.

Not too much chatter on the forum considering the 11th Round of awards and another supplemental round. Has there been any movement out there with 1199A updates? What do the Guru's think about the lack of activity? Could it be that they are waiting to update more until after the 2006 supplemental rounds are done?

Probably not waiting on 2006, just waiting. Tuesdays & Saturdays have been the magic ones of late, could just be that since the releases are small in number that no one here is finding any. I was tired from driving back and forth across Kansas all week so by the time I hit the hotel I was still only spot checking some logins. Might get to it tomorrow night as an excuse to not work on the honey-do list....

There is another, more positive option for why there has been a terribly long delay in the 1199a announcements...the FP&S window should be opening soon. DHS could be working on revisions to the guidance documents and preparing to open the one-month grant window for these grants. That would take a lot of time and energy away from the AFG side of things.

I hope I am right. I need some hope that I am not days away from the peer-reviewed DJ on our extrication/HAZMAT request.

Anyone think this is a possibility? Or am I suffering from optimisticitis?

OK folks, why worry over something you have no control over? Think positively! It is good for you, your department and your morale. If you did not get DJ'd by computer and you have followed our advice in here or in the smeinars you attended, you have probably written a superior application that the Grant Gods are about to bless you with.Things will get rolling again when AFG is good and ready for them to and none of your worrying or hand wringing will change that so, carpe diem! Enjoy a drive through the fall colors, go fishing, go bag a deer but do something other than just sitting there clicking every 5 minutes or waiting for the email. Patience; it is a virtue and a reality for those of us trying to appease the Grant Gods. LOL!:D

10-11-2007, 06:45 PM
We forgot the annual event: Oct 1st of every year is the hold because of the banking changeover with the federal government. Spending and allocations are on hold for all departments. They can keep awarding those approved prior to Sep 1st, but nothing has moved since the 1st because of the banking cheese shift. Now that I was reminded of that, it takes about two weeks, so this being the 2nd week unless something stretched it out we'll see lots of movement on 1199As and denials shortly.

I just had a profile update request on the AFG website. I have read other posts recently that this has happened to a lot of departments. Anyone know if there is any connection between this request and a pending 1199a? Does it imply a stronger likelihood to receive an 1199a? I got all excited over the SCBA email and now this. I may be grasping at straws but a little hope would go a long way as the next DJ round nears.

Thanks for your insight.

The hold has been from the fiscal year changeover, OMB stops everything in all departments when that happens. If Kurt only knew...my favorite interior decorating comes from the taxidermist, my freezer overflows every year with venison, grouse, trout, pike, etc., I have put over 500 trolling miles on my boat in the last two years, and I just took my two older boys through hunter safety..so watch out!

I am patient. We just need this grant pretty badly and I am hoping...

Patience?

What about explosives for fishing, and lots of field baiting for hunting?

Got our 1199 update 8/14, just received 10 q's today with a possible reduction in turnout funding.
I have read that $2000 is typical, per set, we had requested $1985 and they had the following to say:
Per the program office, if your department is awarded we will fund as follows: The prices are based on our market research.
No suggestion of a reduction though?

BC79er
10-19-2007, 05:42 PM
Some are up to $2200, but each piece has a limit. $200 for boots & helmets, $50 for gloves & hood, $950 coats, $750 pants, $100 for flashlights. If you're under those marks then someone probably hit the wrong button.

HazFire1
10-19-2007, 05:46 PM

SCBAs will be taken to $5k max, that's a given per the 9/13 email ruling on 2007 compliant packs.

Do the bids on 3 different packs have to be from three different mfg? Or three different models (Scott has 2x models certified)? Bids have to be from three different vendors (some sell more than one brand of pack)?

Biids for only packs that have passed NFPA cert (only MSA and Scott have passed/will the secondary brands get certified anytime soon?)?

BC79er
10-20-2007, 12:45 AM
3 different manufacturers. Not sure about the 2 brands from Scott counting as 2 or 1. There are 4 up now, Interspiro, MSA, ISI, and the 2 from Scott.

Last word through the grapevine had some of the others failing again last month. Some have no production timeline at all since too many pieces are failing they can't make any of the packs just to have parts ready to roll when the rest get cleared. But the grapevine is what it is. I have an email into DHS about the timeline. Truck bids have to go out within 30 days of award, vendor chosen by 90 days or you'll lose the award. The same isn't true for equipment per se, but if 6 months passes and nothing has been done b/c someone is waiting on a brand to pass they may yank it also. Just a guess so don't get upset yet, I'm waiting on the official word. DHS doesn't recognize brand name as part of the interoperability puzzle, so since there are 2007compliant packs on the market you may not get to wait for some brands to pass. I'll post the word from above when I get it.

neiowa

We got the truck timeline from DHS. Someone at DHS is smoking their socks. Likely can get an off the rack 2000gal tanker or a brush truck within their timeline. But if they think can have a truck delivered within 12m of award they are nuts. Lucky if 12m from time contract is signed.

Neiowa,
We sent out specs, and gave the mfg two weeks for bids, We just awarded Pierce the job, they gave us delivery of 7.5 months. US Tanker gave us 7 month delivery date, if you need specs, I can send you ours! (International Chassis, 2000 gal tank, w/ 500 gpm waterous)

BC79er
10-21-2007, 03:48 PM
DHS knows most manufacturers are taking 12 months to deliver, that's why they're pushing so hard to get the ordering done, so at most people need a 90 day extension on the performance period. Instead of waiting 11 months to order, then the grant is live for 24+ months if there are any delays. Equipment normally doesn't take more than 5-6 months for delivery so they haven't worried about that. Yet.

Thanks our's is a bit larger and perhaps unusual.

Will have contract done in timely manner but going to take the time to do the prep work right. No do overs and likely the only new truck our FD will ever have. Will certainly be around long after I'm retire (say 2040 or so).

Neiowa, you have built a pretty impressive fire department and have a water supply that many are very envious of. I think we all have been impressed by what you have done with the FEPP program and you have helped many more get started with the program as well. I feel confident that you have thought out this project as well as all the other you have completed. As you posted above, just take the time to get it right and to complete it the way it will serve you best. We just ordered a new mini and are looking at April or May elivery time on it. The truck market is a little bogged down, still finishing some of the grants from last year as well as some pretty good size military contracts as well. Good luck, I have confidence in your leadership.

No, we create safe departments and there will never be everyone safe at once. I have no doubts that as long as "need exists" and a "program" exists to satisfy that need, we will all have a job.

Besides guru status does not happen till:

My PD guy is wanting me to come to Atlanta with him, and it is the closest, time wise to when the guidance should be out. But the federal govt. has this little thing called a delay that worries me. But I am sure that Atlanta is nice (NOT) in the middle of February. There is a nice hotel/convention center in St. Thomas U.S.V.I. I can't thank you enough, except to say that I will push for the purchases through a certain vendor and then, we will enlist your help again next year for that compressor. You knew what to do; I had to convince the chief, but the strategy worked. I tip my hat to you.
Honestly, I don't think that we could have done it without you.
Thanks so much.

SCBAs. None of our current stock was NFPA compliant.
And of course, the standard has already changed AGAIN.

Well, now you can pick up some SCBA that are compliant with a brand new standard. :D

And that is one nice b-day present. I was more than happy to help out this year, more than happy to aim for back to back with a compressor next year. Gotta fill them new toys somehow. :)

Ok that's a new grant combination. Is this thru the fire side or the EMS side of the money? I think I think I might want to pursue that line next year.

I did a similar one that was funded in MN for a command/rehab/ATV-pump package. They're taking a 35' cargo trailer and splitting it into 3 parts. We got the funding for the AC unit, generator, light tower, and other goodies. Was a neat design from the department, I didn't think of it so not taking credit for it. I just paint pictures. :)

Whooaaaaa...<cue creepy Halloween music>

I guess it's possible that they had another computer glitch this year and had to re-review certain apps?

I am glad you got yuor 1199a and 10q's WESTTEXAS but now I am completely confused. We made it past the computer, received the SCBA email and a profile update (last week) and have not heard anything. I remember reading a post in Sept. that DHS was reviewing more applications but I did not expect them to be computer rejections. This blows the doors off all previous AFG experience. I am eager to hear Brian and Kurt's interpretation of this situation.

So I am still clicking like made but my hope is dwindling. The recent flurry of 1199a's got me all excited again but the looming DJ round has me worried. If we fail this year I have a pretty good idea why. We are working on correcting a NFIRS reporting problem and my cost:benefit statement in the grant narrative was fairly weak.

Still we asked for all high priority gear and our overall budget was only $30,300. We made it this far and I am still clicking.

Okay, first off I'd like to congratulate you westtexas on your good news. However, I've got to say I'm a bit disturbed by this report of events. #1 Why would they (DHS) go back and change the status of a grant that was kicked out during the computer score? Not saying it isn't possible but what would have triggered a check? #2 It puts the doubt to anyone who received a rejection notice. If they went back and re-scored or checked westtexas' application then they had better checked everyone else's just to be safe wouldn't you think? And finally, #3, westtexas has a fantastic sense of humor and is yanking all of our chains?

1) More than likely another department(s) appealed the computer DJ. The most logical scenario would be a department's grant application that was DJed in '06 after Peer Review. This year they applied for the same identical project knowing they made it to PR, but recieved the computer DJ. File an appeal, DHS finds issues with how the computer scored (I believe this is what happened last time) hence rescoring.

2) DHS probably rescored all of the applications (at least the one's that may have been affected by the computer glitch). The one's that would have moved onto PR, were reviewed and scored (hence the posting of AFG reviews after the previous ones had been completed).

This could be one additional reason for the slow downs with 1199A's & Q's while the additional reviews were completed and processed.

3) It would have been a great April Fool's joke, but I believe he is sincere on what happened.

DHS found errors in one of the algorithms back in 2005 which is why some 300-odd apps were reviewed that originally got computer denied. 1 may have been awarded, scoring really didn't change over most. But when computer scoring errors are found they re-run all apps to make sure, and when apps are found that should have been in Peer they reconvene a panel to make sure the right thing is done in having those apps read.

Have those of you who are received 1199a updates received notices via email or have you found them by checking the "View 1199" under the "Action" button on your grant status page?

The recent reports of more 1199a's have had me back to my status page countless times this week. I check the 1199 from our last grant year (2003) and then I check the following years just to make sure they did not slip in an 1199a somewhere else. Then, just to make sure, I look in the "Mail Center" to see we have any new messages...NOTHING!

I am doing everything I can think of to find some good news. It sure would be nice if I would recieve an email notification of a grant, just to catch me off guard!

Kurt, I respect you but please cut the condescension. I have raised over $2,000,000 in the last ten years for my non-profit work from private and government funding sources. I am new to the Fire Department funding circuit. That is why I attended your seminar. It was very helpful. Before attending I wrote grants for AFG, FP&S, CEDAP, Hamburger Helper, FM Global, State Farm, Walmart, TargetSafety.Com, and the Firemen’s Fund for a TIC. Every grant for my department means more to me than almost all the other grants I wrote for the other organizations. These are my brothers. The gear we receive through a successful grant will ensure that we all go home safely after every call and it will help us save lives. Our operating budget from the Township is only $7,500. Every grant dollar makes a difference. So I check my grants often, hoping to be able to bring some good news (encouragement) back to my department. I will not apologize or make excuses for my passion. This is who I am. I run 100% on all cylinders in whatever direction God give me to run (husband, dad, fire fighter, employee, fishermen, hunter, skier, landlord, volunteer, pilot, etc.). Life is too short to watch it go by!

Anyway, thanks for your help. Just back off on the reproof. This is who I am and I am doing the best I can for my department.

No offense man, but if you're wound up enough to find that as condescending, you really could use some relaxation. If you've done that many grants, you should know it's a long, drawn out process before it's said and done.

I'm doing the checking several times a day, too. No harm in some razzing and reinforcement from the guys that are watching hundreds of grants.

Catch22 I appreciate your desire to put this in perspective for me but I don't really need it. Read back over the posts. Every time I write something about checking my updates and hoping for good news I am told to chill out. I am no different than a lot of other guys who have worn the letters of their keys hoping for good news. I thought these forums were a place for everyone to share their thoughts and frustrations? If this is a private club where someone else is going to tell me what to feel or say then I am obviously in the wrong place.

Vetran or newbie, paid or volunteer, mulitple grant winner or repeat DJ recipient we all have a right to share our thoughts here and to feel anyway we want without fear of someone else appearing to dictate otherwise.

Hey, I attended the seminar. I learned a ton and would strongly recommend everyone seek out the same kind of instruction from of our resident experts. I know my grants will be better in the future. I am not taking a single thing away from the guru's and their extensive knowledge and valuable insights. I just don't like being told how to feel. Do you? A little mutual respect goes a long way in my book. I won't tell you how to feel or how to do your job and I'll expect the same in return.

Jon, the emails come to those that have never been awarded before. Since you were yours will show up on the 2003. There have been isolated cases of new Update links in the 2007 apps when people have older ones, and there will be emails to both the mail center and profile email when that happens. The Update will appear on one day, the email will come between 1 and 4am the next day.

And now you know why I only check when other people find them first, too many to check them all every day. :) I want them all funded too, but at this point it is 'just' the announcement. The scores are what they are from months ago. Plus I've been working apps ever since, too busy to get nervous checking. Excited when I find, not nervous when I don't. Odd, but then again I'm sitting here at midnight with a 7am flight back to TX instead of sleeping. Details.

Jon

No doubt Jon, we all do the best we can. If my "tongue in cheek" attempt to humor and reassure offended you, I apologize. That was certainly not my intent.;)

Hope this helps the non-believers! I know it changed my mind and no, we were not 1st timers. This makes us 4 for 4 on apps! I jsut cut and pasted the important parts so that I can at least have some credibility here on the board!

Dear Assistance to Firefighters Grant Program Applicant:
On behalf of the Department of Homeland Security's (DHS) Federal Emergency Management Agency (FEMA), thank you for applying for a grant under the Fiscal Year (FY) 2007 Assistance to Firefighters Grant (AFG) Program. As you are aware, the AFG is an extremely competitive program. In FY 2007, the Department received over 20,000 applications, requesting over $3.1 billion in Federal funds. This extremely high number of applications and finite amount of funding available resulted in many worthy applicants not being funded. I regret to inform you that we will not able to fund your AFG request for the FY 2007 program.

No problem. :D I'm actually home for a whole week, then off to PA/NY/NJ for 6 workshops in 5 days, HS reunion, turkey day, and a wedding. I get to split time between FP&S and schlepping stuff from it's various hiding places to storage. Yeehaa.

I checked our 1199a yesterday afternoon from our only grant in 2002 for PPE, and the reference award number is there for a new brush/quick attack truck with CAFS. First truck with AFG.
Still out on SCBA grant. Is it bad that both numbers didn't appear at the same time? Regardless now the work begins on buying a truck. We are really excited and grateful.
Is there a thread out there for these type trucks?

I received an email from one of the seminar participants in Alum Bank that informed me that they received their 1199A update and award number last week. Also, our county was awarded its regional project for new mobiles, bases, portables, and pagers to go along with the new county system that is being installed. Total grant amount on that project was around a half a million.

Is there any guess as to when we might see the next round of DJ's?
I still have not recieved any 1199A update on either of my 2 apps. But at the same time have not seen a DJ.

Are my odds getting better or worse over time?

BC79er
11-05-2007, 02:19 PM
The odds basically stay at 50-50 from here on out. Each DJ round that comes out eliminates those outside of the 200% zone of the remaining money. So when the next round of DJs comes, if there were 6000 apps in limbo, and enough money left (between awards and pending 1199As) for 2000 more awards they'll dump 2000 DJs to keep the pool at 4000. So at that point there are 2000 that will be awarded, 2000 that will be denied. Game continues like that until all dough is accounted for.

Just checked our 1199A and it's finally here, an award number for a new tanker. This is our first vehicle award through AFG. What has been the average time frame for the 10 Q's to appear?

Hi - I hate to do this to you veteran members but could someone start at square one for me? What are you actually checking on the 1199's and what does that mean?

We received an award in 2004. With all this talk I went back to that grant and I see that the reference number for our 2007 communication equipment is listed under the 1199. However, yesterday I received 10 questions for our 2007 vehicle request but that reference number is not listed on the 1199

Does that mean that both grants have possibilities of success?

What is the sequence of events? 1199, 10 questions, and then the award? Has anyone been turned down after the 10 questions and 1199 activity? Is there an average time period between each step?

I sure would appreciate some help understanding this! - Thanks

The 1199A's are one of the first signs that an award is pending. 99% of the time the 1199A will precede the 10 Q's, but in some cases, like yours, the Q's came first. The 1199A's are not required to come first, but that has been the case in the past.

With the info you have recieved, both grants should be successful (99%).

The sequence of events are 1199A, 10 Q's (or vice versa) then the award announcment. On average it takes about 2-3 weeks for the award announcement after the Q's have been returned, but it can take longer.

Two things to look for on the 1199A reference; FO=operations & FV=vehicle.

Congrats you look like a future double winner.

11-07-2007, 09:36 AM
Cutler, also the question form is the same no matter what you applied for. The vehicle questions are on all of them, so if the FV isn't there then you're on for just the equipment right now. As bugle said, if they're both there, they're both on their way.

Thanks for the information. I did not realize that the questions were the same for both. So far we only have the "FO" on the 1199. I answered the 10 questions referring to the "FV". Do you think I should try to contact them again? It sure would be nice if they told us all this up front! Thanks again!

Shouldn't, they know what award number, and odds are if it's just the FO on the 1199A that's the one they're asking about.

Alive, kicking, soon to be celebrating and still moving things forward, and as always thanks for the help you gave me waaay back when in that class. We're already thinking about next years AFG, because I am not going to be doing this last minute burn the midnight oil thing anymore.
Looking forward to the holidays so I can take a break.
By the way, we recieved our robot from last years Fire Prevention Grant just in time for open house, it was a huge hit.

First time posting on this site. Got the email for the 1199A update yesterday morning at 0302 for a new pumper. Now just waiting on the 10 Q's. Also if anyone on here has not taken one of Kurt's seminars, DO IT!! His seminar and continued support for the two departments that I write grants for has been tremendous. I emailed him a few weeks ago because I was getting anxious about my apps. His reply was relax and wait good things are yet to come, and was he ever right. So Kurt again thanks for your help.

Now just waiting for the word on my Ops & Safety & Regional Grants.
