I am working on a research paper on diversity hiring in the fire service. I would like to know how many departments do or do not have a program in place addressing diversity hiring.

I know Boston used to have a diversity hiring program mandated by the FEDS. If you want to check on that look up the Beecher decree it was just recently overturned by Quinn Vs City of Boston lots of info there. Not really sure of other places but you are on the right place to find out more!!
You might want to try and post this in the regular fire forum because many guys dont check the employment section often if they already are on the job.

look into detroit there hiring practices are completely screwd up they fired a lady in human resources for throwing out aplications and not mailing academy letters to certain ethnicities mainly caucasion

Contact St. Paul. They spent somewhere in the neighborhood of a million-five to target diversity the last go around. It was a resounding failure, less applied and tested than ever.
Preach diversity all you want, the individual still has to make an effort to at least sit for the exam....

I agree with SPFD here. One can only recruit so much and you can't make minorities take the test. Also, just to push for minorities can also mean letting the most qualified person off the dept. As most people can attest to, they don't care what the person is, so long as they can do the job. Along with that is that the tests remain fair, meaning no more dumbing down tests because one group claims bias and so forth. Point being if one can't pass a basic written test involving math, reading, spelling, and basic science, that along with the physical agility tests out there, they don't deserve the job.
There is nothing wrong with recruiting minorities, just as long as they go through the exact same testing process and that their race, ethnicity, or gender is not used as a points system to get in. The most qualified for the job should get it.
