Are the "ABC" shifts between different departments the same? In other words, if someone from St Lucie County is on "a" shift, would Martin County be on "a" shift as well?

No, not necessarily. Unless they started their respective calendars on the exact same day.
Also, any dept with a different work schedule, i.e., 24/72, or 48/96, will also be out of sync.
