If anyone hears of any AFG updates after Jan. 1, please post.

This site is pretty boring this week, my daily and sometimes hourly checks are not finding enough new posts to keep it interesting, no updates, no celebration, no whining, no fighting? What happened to the club?

That's where I'm at, although with 1 client submitting app 349 on Tuesday it doesn't seem like many folks are pushing the button. I got 5 more to go, and still counting.

We received our 10Q's + questions regarding Station Modification yesterday afternoon. Earlier in the day, our profile was requested to be updated. Now we have had our profile updated since the spring as we were closing out a previous grant...so we thought something might be up. 1199 update a few weeks ago.

Speaking of grant numbers, Brian, you seem to be the statistics guru around here. What are the previous year's numbers on the FPS grant (i.e. number applied vs. # funded, etc)?

Just curious,
Beth

Last year there were 311 awards. They didn't print a hard number listing of total apps, just a chart. Best estimate I can guage from that is 5,000 apps. So a little skinnier chance at funding, but there's a whole lot less money available. Plus a lot of it gets eaten up by the national orgs for research projects, which in the long run are definitely worthwhile so not knocking them for it. Kinda hard to compete with projects that benefit the entire fire service in one shot by finding better PPE for us. :)

I sincerely apologize to the OP for hijacking this thread, but do you think there will be less apps this year because of the new matching amounts? I know I had a hard time talking our chief into still letting me apply (since before it was "free" money (yeah, I know), and now we have to come up with some of our own funds).

I would hope not. But when money is tight the first thing out the door is FP activities in most places, so could be the case. Of course that's why you find non-profit hosts such as firefighter associations and the like. Only FDs owe matching funds. ;)

Depending on the project of course. It still has to make sense for the host to be a host, not just a proxy.

I read on one of the posts that a lot of the fire grant support personnel were moving offices the last couple of weeks. So you suppose they are moving servers now too? I would have thought they would have notified us of an outage, but you would also think they would tell us if we didn't get an award !!! lol

In regards to new 199's I know that in December a lot of the Departments around here got their Sorry try again letters. I was under the impression that Congress had them under the gun to get things done by the end of the year. GUess I was wrong on that too.

01-05-2007, 01:56 PM
There is no set time between the 10 q's and an award announcment. At the minimum 1 week to who knows when. A local department is still waiting to hear, it's now 4 weeks. It's just a wait and see game.

I rec'd my 1199 and 10 q's before Thanksgiving and no award yet, so to those just getting them, you'll need a lot of ice if you're trying to keep the bubbly cold. Waiting seems to be the name of the game!

The site is back up, not sure what time it came back I was out and about. They did move offices, but not sure about the servers. Usually they're all in one spot with the rest of the department's stuff, but who knows. It works, all is good. Good would be better if they announced some awards or sent more 1199As. Haven't seen either yet today. Oh well, twas a short week.

Congrats, when you say you received your 1199 today, does that mean you checked an old app. and saw the 2006 number? Just curious as still no update on our old award and DJ. Is it safe to say that if the old award has no new number that we probably are not getting an award?

New 1199A posted for a 1st time applicant, so these are new notifications going out on 1/8/2007. Time to login about 60 more times. :D

Nothing here, either. I'm starting to get a bit antsy with the '07 grant period coming up. I really need to figure out what we're going to do for this coming year's program, but I really need the gear we asked for this year. Is it safe to assume they'll hold off the applications for '07 until all of this years are rewarded (except the excess funds they award months from now)?

No, they'll continue on with the 2007 apps as normal. By the time they open everyone will have 1199A or denial, but probably not announced. So you'll be able to go through with a 2007 project knowing the 2006 fate, albeit mighty late in the game.

A great point and something to ponder. If you are trying for apparatus this year and DON'T get denied before the 2007 period opens, you may want to consider trying something else. Remember, if you get awarded for a project in 2006 after you submit for the same project in 2007, you'll be pretty well tossed out and lose an extra year of applying.

Great to hear the guys that are getting this round of 1199A's. Being in the
O-fer club sucks, but this is the farthest we've gone with out a DJ. Being the grant "checker" as opposed the the grant contact person in our Fire Dept, I'd appreciate if the next round of DJ recipients will let us know when they come so I can shake our chief's tree and have him check his email. I know he isn't checking his email as often as I check for the 1199A drop down.

Man, don't scare me like that.

This is what their press release said in October:
The U.S. Department of Homeland Security (DHS) announced today $91.8 million in direct assistance grants to 860 fire departments and first responder organizations through the department’s Fiscal Year (FY) 2006 Assistance to Firefighters Grant (AFG) program. Additional phases will soon be announced that will total $485 million in FY06 AFG awards to nearly 5,000 fire-related organizations nationwide.
Since 2001, the AFG has provided $2.4 billion in grants to fire departments and first responder organizations for response equipment, personal protective equipment, vehicles, and fire prevention activities. DHS received more than 18,000 applications for nearly $2.5 billion in grant requests in FY06.

With approx $121mm for vehicles (25%), and an average vehicle award of $183,861 so far, that's about 70 +/- vehicles to go so that's getting a little close to the end.

As for Ops, average award so far is $78,569, at that pace there's still about 2,500 applications yet to be awarded.

Both assume that the averages hold up pretty close.

This hasn't happened in Houston in around 10 years. We've hovered around 32 in the 6+ years we've been here but we actually have icicles hanging from the roof.

Outside the house, people done lost their freaking minds. Not as bad as when the hurricanes were coming through, but stir crazy seems to be the norm. All of the overpasses are closed off, schools closed. Blizzard of 93 with 32" of snow on the ground I was fighting the 30mph wind to get to class in wonderful Troy NY.

Last night I took the trash out in shorts and a t-shirt. Neighbors are wearing 4 layers to make the 30' trek. Funny to watch. :)

How many 1199a would you guess are left to be released (lots or just a handful)?

Do they still send an e-mail notification?

According to your estimates that there is just about a 10 days left to hear something GOOD; I would have to admitt a bit of panic at this point. To come so far and receive a DJ would be a killer.

Thanks for the info

01-17-2007, 08:21 PM
Yeah, I'm sure they started wondering if they were heading in the wrong direction. Snow in LA County, .5" of ice in Dallas. Maybe one day people will understand the meaning of "frictionless surfaces".

Catch22

Yeah, how's that "Global Warming" trend going down there?

I actually shot my mouth off about that at an emergency management meeting yesterday. Apparently there was only a handfull of us who thought it was funny. It did warm up from a low of 10 degrees yesterday to a low of 17 today, highs of 27 yesterday and 31 today. Now I'm hearing word of 6-8" of snow on top of the 2" of ice this weekend  I'm going to have to check the weather and see if that's exagerated or not.

Now if I only had that new gear here to keep the guys warm while we ride around with the National Guard in the hummers through the countryside. I will give this one thing, it's a lesson on the incident command system. I thought I got a lesson during the 2003 tornado incidents we had, but this is a bit more widespread.

By the way, congrats to you other guys that got the update!!

The DJ or "Dear John" letter is recieved by the precious few that will not be funded under the program. It's a thanks for applying, better luck next year. The DJ's come in 3 forms.

1) The first to go out are the applications that did not get past the "computer scoring", therefore no one reads the narratives.

2) The second version are the applications that got to "peer review", scored well, but lacked compelling arguments in 1 or more areas (4 areas) of the narrative. Read this carefully, it will tell you where you went wrong.

3) The third version are the ones that scored extremely well, but funding ran out. These are the ones that could be funded at a later date if and when supplemental awards are given from returned unused funds or refusals to accept the grant.

And in the case of #3, usually these end up being resubmits for the following year and awarded. They still should be reviewed, tweaked, and updated with the proper numbers but to get to that stage the right department asked for the right project for the right reasons. But as Bugle said, they just fell short on money. On ballpark guesstimates running off of excess fund award #'s I'm guessing that another $25-40 million or so in the program would have funded these apps.

Just filling out Brains ifo sheet gives you a great advantage on all of the grants you write. It takes away a whole lot of the running and looking here and there. He covers just about all of the basic questions and streamlines the process.

Greenacres2

With approx $121mm for vehicles (25%), and an average vehicle award of $183,861 so far, that's about 70 +/- vehicles to go so that's getting a little close to the end.

As for Ops, average award so far is $78,569, at that pace there's still about 2,500 applications yet to be awarded.

Both assume that the averages hold up pretty close.

Hang on to the hope!!

earl (Friday night, no kids home, FPS submitted, talk to you all tomorrow!!) :D

Still the same for the next 18 hours!! (and they may not change much then--only one will be awarded on Indiana on 19-Jan, so i'm guessing only 125 or so total tomorrow) Seems like a did the $$ figures a few posts before this one last week. It's in this same thread.

You're right Earl it's easier when that lazy, good for nothing BC...wait a minute, I resemble that remark. :D

1999 Ops - $157,060,046
592 Vehicles - $108,661,867

So just past the halfway mark in announcements. With the push last week and the seemingly low award #'s for tomorrow I'd guess we have maybe 1000-1500 with 1199As, leaving anywhere from 500-1000 left to be notified. I've got 30 still in limbo with no word myself. I think we'll see the last big push of 1199As and denials within the next week. Then it's on to the 2007 push. Only 6 weeks until it opens, 11 until it closes. Git-r-done!

Back to the app grind....

Anyone that's still in limbo is most likely a re-submit with updated pricing. I say most likely because if I haven't seen it I can't say for sure, but definitely the 30 I have in limbo will be put it as is. Basically all of the limbo apps will be in the "we just ran out of money" category. So the risk in a resubmit is having money come available and getting excess fund awards after asking for the same thing on 2007, which makes the 2007 a wasted app. But if you check with an 0-fer I think that would be a great problem to have. :)

I applied for a fixed air compressor for the station and a truck mounted four bottle cascade unit with a SCBA bottle containment fill station to fill bottles on the fire ground. Maybe the list was to long, but I was just trying to have full bottles on the fire gound.

About $100 is what I've seen so far.

And you're correct on more than one front. This year's AFG means that you can only apply for 2007 compliant SCBA and PPE. Even if someone has it left over, you can't but non-compliant equipment with grant monies.

2006 awards can pick up anything prior to that, or 2007 if they asked for enough money. You are only held to the NFPA standard at the time of application.

And keep an eye on your mail/email Mike. Coming to Springfield MO on Feb 16.

OK, that's good to hear. From what I quoted I still had a few hundred to play with on the gear, and likely the SCBA and RIT packs.

I'll definitely keep my eyes and ears open. Kyle's been keeping in close touch since I got the 1199a (I know it's hard to imagine from a salesman), so I'm sure he'll make sure and give me a heads up, too.

Actually, most of Springfield has had power for a while now. It's us poor bastards outside of the mass population that have to try to read the computer in the dark! :D

We finally got power at the house last Wednesday. It took until this last Monday to get the rest of town up. I've got an uncle just 1/2 mile north of me, just outside of town, that says they're looking at another few weeks (electric co. won't even try to estimate). There's half a dozen or so poles down between him and my grandma (next house east, about 1/4 mile) who has power. It's definitely hit and miss in the rural areas, some are saying mid-to-late February before power's up.

Word on the street has it that the almanac says we've got a worse ice storm coming in February and a "blizzard" in March. I'm thinking about taking a vacation to the south until July.

Was about 50% on vehicles this year. Most of them were Comp DJs on trucks, which wasn't a big surprise. All of the ones I put in were toss-ups. Everyone that got it did have the need, so minor differences in the app stats played a part. If we beat the computer on a truck, it was awarded, so they'll all be resubmits next year. Only 1 truck app in limbo still. Luckily no hair left to pull out.

the 36 page driver training is for 2007 awards not 2006.

Sure looks like a requirement to me. From the 2006 PG--

Finally, due to the inherent safety benefits to be realized in departments using a comprehensive driver-training program meeting NFPA 1002 or equivalent, we will provide a competitive advantage to requests where the applicant has a comprehensive driver-training program in place. Applicants seeking driver training with their vehicle request will receive a slightly lower competitive advantage than departments with a comprehensive driver-training program already in place. Applicants without a comprehensive driver-training program and who are not seeking funding for driver training in this application will NOT be considered for a vehicle award.

We said it in our application, we have to do it. The 36 page program gives us a conforming model to work with and we will be completed with it prior to the delivery of our vehicle.

Sorry, short answer since I was using the PDA.

The 36 page sucker that's out now is a beefed up version of the VFIS, at least last time I saw it a year or so ago. So "comprehensive" as defined in 2006 is open to interpretation, which many people did apparently. The big report was put out for 2007 apps to realize this is what they're doing now, none of this local he's been around for 20 years driving so that's comprehensive type thing.

Everyone I put in either asked for the full day VFIS or showed paperwork that they did it on their own annually. Ain't no misinterpreting the word NOT. :D

Limeforever,

We went with the Plymovent System for our 2 stations. The system has worked well. Any issues have been corrected in a timely by the local company.

Two suggestions:

1) If your station(s) are in a residential area, have an exhaust silencer placed on the exhaust pipe. We learned this the hard way. The HQ system was recieving complaints every time we went out. Once installed no such complaints. The other station didn't need it, no complaints.

2) Have a service agreement with the installing company. Costs us $2,000/year. Covers twice a year PM's and filter replacements and service calls.

When we speced out the system, we had a rep come in from plymovent, and he gave us some good info and a pretty good price, we have also talked with a couple of other reps that told us to call them back if we got some money, needless to say they shall not be getting a call. Didn't have the time for me then, Don't have the time for you now. We are looking to buy something that will last and be dependable.
