I dont think it qualifies. Its run by a paid department (VBFD) as a parade truck i believe.

I could see uses for wildland fires,swamp rescue,avoiding traffic jams,etc.

That is really not a whacker truck. It is a truck that the VABFD uses as a fire prevention tool.
