Pension Board--Deferred Pensioner

Is a deferred pensioner considered a retired member for purposes of serving on the board and voting?

So, can a 25 year FF who retires from the job at age 48 serve as the retired member on the board?

Do you know any boards with a deferred pensioner serving?
