Why not do that same thing with a positive spin?

IE: Why we need 4 firefighters, an officer, and an engineer on a rig

As mentioned previously, you can talk about safety, liability for both the city and the residents (i.e. leaving a portion of the city without immediate coverage).

Do a search on Philadelphia Fire Department layoffs and station closings. You can probably find information there. If I can remember correctly, the website is iaff22.com.
