Keep your eye on MUFRTI's (http://www.mufrti.org) website, they post several classes during the year. I'll try to keep my eyes open, as well. They used to (don't know if they still do) have some kind of water rescue symposium or something of like like up by St. Louis. Haven't seen anything on it in a while. They also have one near Branson fairly regularly, and once in a while at MSSU in Joplin. I'll post if I see anything.
Are you looking for "State" certification as in the Division of Fire Safety? If so, you might have some problems. As far as I know the DFS doesn't have everything in line for water rescue quite yet. They're working on it, but last I knew they weren't quite ready.
